Brazil: the institutional changes in the recent period and the new government / Brasil: as alterações institucionais no período recente e o novo governo

This text discusses the institutional changes that were made in the recent period in Brazil. If they are not reversed in a future government, they will have, on the one hand, redefined the place of the state in the economy and society, resulting, among other consequences, in the shrinking of public policies in general, and especially of social policies; on the other hand, they will have substantially altered the country's labor market, expanding the presence of the already important and structural segment of informal workers. They are: Constitutional Amendment 95 (EC 95) and the set of articles and provisions of the Consolidation of Labor Laws (CLT) that were amended by the labor reform. In its first section, some aspects of the conditions inherited by the new government are analyzed; In the second, we discuss Constitutional Amendment 95, and in the next, we see labor reform and the labor market, both inherited from Michel Temer's government. In section four, we detail some of the ongoing measures of the new government.

Este texto discute as alterações institucionais que foram realizadas no período recente no Brasil. Caso elas não sejam revertidas em um futuro governo, terão, de um lado, redefinido o lugar do Estado na economia e na sociedade, resultando, entre outras consequências, no encolhimento das políticas públicas em geral e, especialmente, das políticas sociais; de outro, terão alterado substancialmente o mercado de trabalho do país, ampliando a presença do já importante e estrutural segmento de trabalhadores informais. São elas: a Emenda Constitucional 95 (EC 95) e o conjunto de artigos e dispositivos da Consolidação das Leis Trabalhistas (CLT) que foram alterados pela reforma trabalhista. Em sua primeira seção, são analisados alguns aspectos das condições herdadas pelo novo governo; na segunda, discutimos a Emenda Constitucional 95 e, na seguinte, vemos a reforma trabalhista e o mercado de trabalho, ambas herdadas do governo de Michel Temer. Na seção quatro, detalhamos algumas das medidas em curso do novo governo.

O movimento da nova reconstrução rural e alguns experimentos sociais na China contemporânea / The new rural reconstruction moviment and some social experiments in contemporary China

Este trabalho consiste em uma mescla entre notas e observações efetuadas em campo e dados de textos de pesquisa, informações da imprensa e também de vários pesquisadores, sobre o movimento da "Nova Reconstrução Rural na China" e de algumas comunidades que mantêm o legado das experiências de socialismo construído no período das Comunas Populares. Todas essas experiências são discutidas na maneira de como se relacionam de uma forma ou de outra ao hukou e à forma social de propriedade da terra na China. Estes, segundo o anúncio da Terceira Sessão Plenária do Décimo Oitavo Comitê Central do Partido Comunista da China, devem ser gradativamente suprimidos. Discutimos neste trabalho as possíveis dificuldades que essas transformações poderão causar nessas experiências que ainda buscam manter o "Estado Comunista", segundo a epígrafe, e os possíveis impactos nas relações campo-cidade, nas migrações internas e sobre o padrão de desenvolvimento decorrentes da efetiva implementação dessas medidas.

This article approaches notes made in the field reserach and taken from literature data, press reports and several researchers about the social movement of the "New Rural Reconstruction in China." Some communities maintain the legacy of socialism experiences built during the period of the People's Communes in that country. These experiences are linked directly or indirectly to the Hukou system and the social framework of land ownership in China. According to the announcement of the 3rd Plenary Session of the 18th Central Committee of the Communist Party of China, this system and framework should be gradually abolished. We discuss in this article the possible difficulties that these changes may cause on those experiences that still seek to maintain the "Communist state", and the possible impacts on rural-urban relations, internal migration and the pattern of development stemming from the effective implementation of these measures.

A expansão internacional da China através da compra de terras no Brasil e no mundo / The China international expansion through acquisition of lands in Brazil and in the world

Grande parte das abordagens acerca da China trata de maneira insuficiente as suas estratégias internas de desenvolvimento, apenas conferindo a este país diferentes papéis no âmbito do capitalismo mundial. Este artigo busca identificar uma estratégia específica da China, a aquisição de terras pelo mundo, refletindo acerca dos possíveis motivos internos para essa atuação, bem como a abrangência deste fenômeno no plano mundial e, de maneira ilustrativa, considerando alguns impactos dessa ação sobre o Brasil.

Most of China’s recent approaches have been focusing on its different roles within world capitalism. Internal strategies of development have been insufficiently treated. This article aims to identify a specific Chinese strategy, land acquisition around the world, reflecting on the possible internal reasons for this action, the international scope of this phenomenon and considering, in an illustrative way, some impacts of this action on Brazil.

Histórico e os limites da reforma agrária na contemporaneidade brasileira / History and limits of the agrarian reform in the Brazilian contemporary time

Objetiva-se reconstituir a trajetória da questão fundiária (e agrária) na experiência de maior concentração de riqueza e recursos vivenciada no âmbito do sistema capitalista, partindo-se da premissa de que a crescente desigualdade do modelo brasileiro passa necessariamente pela questão agrária. Num segundo momento, procede-se à análise dos limites atualmente colocados a qualquer possibilidade de uma Reforma Agrária ampla e estrutural, dados pelo avanço do agronegócio nos últimos dez anos, pela desmobilização política de parcela significativa da sociedade no que se refere a esta questão e pelos próprios limites estruturais da economia brasileira nos quadros da globalização financeira. O texto será dividido em seis sessões: a) colonização e origens do latifúndio; b) O modelo agroexportador e a ruptura incompleta; c) a questão agrária e a industrialização brasileira; d) a questão agrária e o agronegócio; e) os limites da reforma agrária na contemporaneidade; f) considerações finais.

This paper aims at reconstructing the history of the land (agrarian) issue considering the greatest concentration of wealth and resources in the capitalist system. The standpoint is that the growing inequality of the Brazilian model is related to the agrarian issue. Secondly, we analyze the limits ­currently placed on any possibility of a comprehensive and structural agrarian reform, due to the advancement of the agribusiness over the last ten years, the political demobilization of a significant portion of society that put this issue aside, and the limits of the Brazilian economy in the context of the financial globalization. The paper is divided into six parts: a) colonization and origins of the large landed estates; b) the agro-export model and the incomplete rupture; c) the agrarian issue and the Brazilian industrialization; d) the agrarian issue and the agribusiness; e) the limits of the agrarian reform in the contemporary time; f) final considerations.
